REF: 2006 BLUE LANTERN GUIDEBOOK

1. (U) This is an Action Request. See paragraphs 2 - 4.

2. (U) The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Posts' assistance in conducting
a post-shipment check on license 05-975932 for the export of
spare parts for AN/PRC 77 radio sets to Bangladesh. Posts are
requested to complete this Blue Lantern check within 45 days.
Lack of response to a Blue Lantern check will affect pending
and future licenses involving parties to this license.

3. (U) Reason for Request: To assure articles are delivered
to end-user despite unusual shipping route.

4. (U) Action Request Dhaka: Post should make appropriate
inquiries to determine if the end-user, Ministry of Defence
Bangladesh, received the United States Munitions List (USML)
articles listed below and that these items are being used for
the purposes stated in the approved license.

Action Request Zagreb: Post should make appropriate inquiries
to determine if foreign intermediate consignee, TRADEL
D.O.O., received the United States Munitions List (USML)
articles listed below and forwarded onward to the end-user,
Ministry of Defence Bangladesh. The following points may
provide guidance:

--(To TRADEL D.O.O.) When did the defense articles on
approved license 05-975932 arrive in Croatia? What were the
articles and in what quantity did they arrive? Did TRADEL
D.O.O. forward these items to Bangladesh and, if so, to what
end-user? Were any of the items shipped to an entity other
than the Ministry of Defence Bangladesh?

In their replies, Posts may also comment on any other
information pertinent to this transaction such as security of
facilities and concerns about the parties involved.
