1. In response to referenced cable, post delivered the non-paper to
Dr. Teresita Solano at the Ministry of Health on November 23 and
raised it again with the Minister's assistant on November 30.

2. Neither Dr. Solano nor the Minister's staff are aware of any
invitation to the New Delhi conference, but will raise it with the
Minister.
