In response to post's delivery of reftel points, Ambassador
Magdalena Faillace, Argentina's Special Envoy for Women's
Issues, assured us on November 14 that Argentina will support
the U.S.-sponsored resolution condemning rape as a tool for
political and military objectives and will not support
efforts to water-down the resolution via amendments. In
addition, Faillace indicated that the MFA has instructed the
Argentine mission to the UN to work towards getting the other
members of Mercosur, i.e., Brazil, Paraguay, and Uruguay, to
support the resolution. She indicated that she had raised
the issue of co-sponsorship with Deputy Foreign Minister
Garcia Moritan, who was considering the matter. Ambassador
Wayne thanked Faillace for Argentina's support and said that
he looked forward to Argentina signing on as a co-sponsor of
the resolution. Subsequently, Counselor Federico Silva
Carreton contacted poloff to indicate that Argentina would
co-sponsor the resolution as it currently stands, referring
to "Revision II", and that it would not support any further
efforts to amend the resolution.
