Foreign Ministry Still Considering IMO Vote
-------------------------------------------

1. On November 14, Rudra Nepal, Under Secretary of UN and
International Organizations at the Ministry of Foreign
Affairs (MFA), informed Emboff that the Government of Nepal
was still considering its vote for the International Maritime
Organization (IMO) council. Emboff on November 5 had met
with MFA Americas Section Officer Leknath Bhattarai to urge
the Government of Nepal to support U.S. re-election to
Category "A" of the IMO council during the 25th IMO assembly
in London from November 19. Bhattarai had taken the request
without comment.

Transport Ministry Noncommittal

2. Emboff on November 1 also approached Khagendra Mani
Pokherel, Director General of the Department of Transport
Management at the Ministry of Labor and Transport Management,
to ask for support. Pokherel wryly noted that Nepal is a
land-locked country, but he said the government would take
this request into consideration.
