Japan is "favorably considering" Ambassador Prosper for the
Committee for the Elimination of Racial Discrimination, MOFA
Human Rights Division Principal Deputy Director Takako Ito
told Embassy Tokyo Political Officer November 26 in response
to reftel demarche, delivered November 19. When a Japanese
candidate is not involved, Japan makes election decisions "at
the last minute," Ito finished.
