SUBJECT: FINLAND PROVIDES ASSURANCES ON USEC'S AMERICAN
CENTRIFUGE PLANT

1. (SBU) In response to reftel, the Finnish Ministry for
Foreign Affairs issued the following verbal note covering
USEC's intent to purchase autoclaves from Platom Oy (Mikkeli,
Finland). The full text of the verbal note follows.

BEGIN TEXT
The Ministry for Foreign Affairs present their compliments to
the Embassy of the United States of American and have the
honour to acknowledge receipt of the Note No. 100 dated 4
December 2007 in regard to the request of technology transfer
assurances from the Government of Finland.

The Ministry hereby confirms, on behalf of the Government of
the Republic of Finland that:

1. All gas centrifuge enrichment plant design information
transferred by USEC to Platom Oy will be used only for
civilian nuclear power and fuel activities and not for any
nuclear explosive or other military purpose, and

2. No gas centrifuge enrichment plant design information
transferred by USEC to Platom Oy will be retransferred to any
country other than the United States without the prior
consent of the Government of the United States.

The Ministry for Foreign Affairs avail themselves of this
opportunity to renew to the Embassy of the Unites States of
America the assurance of their highest consideration.
