1. (SBU) Prior to delivering reftel non-paper, Ambassador
coordinated with the Australian High Commission in Brunei and
received the assurance of the High Commissioner that
Australia supported the pre-invitation. Note: by mutual
agreement with the USG, Australia has the lead on PSI in
Brunei.

2. (U) DCM delivered reftel non-paper to Arni Abu Bakar, USA
Desk Officer at the Ministry of Foreign Affairs and Trade
(MoFAT) on December 19. Abu Bakar responded that many of the
key MoFAT officials working on PSI were on leave for the
holidays (Aidul Adha was celebrated in Brunei December 20th).
Notwithstanding the seasonal slowdown at MoFAT, Abu Bakar
assured that she would bring the pre-invitation to the early
attention of the relevant officials. Post will report if we
receive any further information about possible Brunei
participation in this PSI event.
