SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: USMGLP, REGIONAL BORDER PATROL SEMINAR

1. We request the Department's assistance in screening the
following individuals, who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individuals will be attending the Regional
Border Support Seminar in Guatemala from May 19 to 23, 2008.
