1. (U) Kofi Annan's negotiating team, headed by the African
Union Secretariat and supported by UNDP, called a meeting of
donors on February 9 to discuss their funding requirements
over the next six months. (The parties to Kenya's current
political crisis have agreed on a time-table of up to a year
to resolve the underlying societal, legal, and economic
problems facing the country, which will be mediated by the AU
and UNDP team). As a result of the meeting, we received a
$6.5 million project proposal. While the proposal is too
long and incompatibly formatted for transmission via cable,
we did send it to AF/E in ref email. Most donor countries
present at the February 9 meeting indicated they would
contribute funds. We certainly recommend US financial
participation in this effort as well.
