1. (U) Per reftel A, on February 7, we sent the official
WIREC invitation letters under the Charge's signature to
Estonia's Minister of Economic Affairs and Communication
Juhan Parts and the Minister of Agriculture's (MOA)
Deputy Secretary General for Agriculture and Trade
Policies, Andres Oopkaup. Minister Parts has indicated
high interest in WIREC, however, his participation has
not yet been confirmed.

2. (U) MOA's Mr. Oopkaup and Mr. Raul Rosenberg, Board
Member of the Estonian Rural Development Foundation both
plan to attend the conference. Following WIREC, they
will remain in the U.S. for an additional week to
participate in a Voluntary Visitor program (VolVis) on
bioenergy, wind and solar energy, the use of fossil
energy and climate change, and bioplast and renewable
building materials.
