SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: USMLGP, CHDS CONFERENCE

1. We request the Department's assistance in screening the
following individuals, which have been nominated for
USG-funded training, pursuant to the Leahy Act and the
Foreign Assistance Act.

2. The following individuals will attend the Center for
Hemispheric Defense Studies Conference in Washington D.C.
from April 9 to 11, 2008. Names are listed surname first:

-- Delgado Vanegas, Jose Salomon, DOB 20 May 1948
-- Melendez Quinonez, Javier Ramon, DOB 31 Aug 1969
