(SBU) We delivered reftel non-papers to Head of Department
for MFA Arms Control and Disarmament Elif Ulgen on March 28
and April 1 respectively. Ulgen expressed appreciation for
our delivery of both U.S. proposals in advance of the Paris
plenary meeting and informed us that she would pass the
proposals to members of the Turkish Australia Group
delegation for study and response.
