1. I would like to take this opportunity to recognize the
outstanding performance of political officer Oliver Moss and
ICE Attache Jeffrey Outlaw for their extraordinary
contributions to the Blue Lantern program in the United
Kingdom during the past years. As you know, the Blue Lantern
program is the Department's primary instrument for monitoring
the end-use of exported defense articles, technology, and
services. This program is indispensable to PM's Directorate
of Defense Trade Controls (PM/DDTC) in making informed
licensing decisions, discovering illicit supply networks, and
deterring diversions of U.S. military articles and technology.

2. During their tenure in London, Messrs. Moss and Outlaw
have handled a heavy case load under difficult circumstances.
Not only have they demonstrated outstanding effort in
navigating the complex and labor-intensive process of
conducting Blue Lantern end-use checks in the U.K., they also
both worked tirelessly to address sensitive and difficult
diplomatic and legal issues related to the program in general
in that country. Their efforts have made a substantial
contribution to the resolution of several issues and the
achievement of significant progress.

3. The PM Bureau and the Department are grateful for the
efforts of Messrs. Moss and Outlaw, which have demonstrably
contributed to the security and integrity of U.S. defense
trade.
