(SBU) Foreign Office Minister Meg Munn delivered a "strong
message" of concern about the May 10 constitutional
referendum last week, according to the FCO Burma Unit in
response to ref demarche (text of Munn's statement, in which
she said "it is clear the referendum will be neither free nor
fair," was released on April 29 and is available at
www.fco.uk.gov/latest news). A similar Foreign Office
statement after the May 10 referendum is also "likely,"
though the Burma desk could not predict on May 6 what impact
the need to work with the Burmese Government on disaster
relief following last weekend's cyclone might have on the
tone and timing of a HMG statement post-referendum.
