SUBJECT: MOZAMBIQUE: ACTIVELY INVOLVED IN GLOBAL MARITIME
PARTNERSHIPS

REF: SECSTATE 50488

1. Mozambique currently is actively involved in Global
Maritime Partnerships (GMP). In the past eighteen months, in
conjunction with the DAO: (1) an AIS/MSIS system was
installed in five locations along the Mozambican coastline,
(2) five small boats, worth more than $500,000, were donated
to the Mozambican Navy for use in patrolling the coastline,
(3) two Mozambican military officers were sent to attend the
East African Southwest Indian Ocean (EASWO) conference in
Djibouti, (4) the Chief of the Mozambican Navy and two
operators from the Port of Maputo attended the EASWO held in
Kenya, (5) the first US Navy ship in 32 years visited Maputo
and another ship visit has been scheduled, (6) three separate
USG training teams have worked with the Mozambican military
in the last six months, and (7) the DAO will hold a spill
response exercise with the Mozambican military July 7-10,
2008, in the port city of Beira.

2. As the Ministry of Defense (MOD) is the primary entity
dealing with Global Maritime Partnership matters, Post,
primarily through the DAO, will continue to work with the MOD
on GMP issues.
