INFORMATION

1. This is an Action Request - see para 3.

2. Two U.S. citizens have requested USG assistance in
transmitting their private request for flight clearance to
the Russian Federal Air Navigation Authority (FANA). These
individuals seek to circumnavigate the globe by helicopter
and so must fly to/through Russia. The Department has
consulted with L and post is authorized to convey to the
Russian Government the itinerary and supporting documents
(emailed directly to FAA/Moscow) regarding this flight under
cover of a diplomatic note, as requested by the GOR.

3. Begin Text:

The Embassy of the United States of America presents its
compliments to the Ministry of Foreign Affairs of the Russian
Federation and has the honor to provide, as a courtesy, the
attached information regarding the proposed travel of two
private American citizens who wish to circumnavigate the
globe (including across the Russian Federation) by
helicopter. The United States has not made special
inquiries, but is not aware of derogatory information on
these individuals, who have requested we forward their
information to you. The United States Government is neither
a sponsor of nor responsible for the trip or the pilots. If
you desire additional information concerning the trip, you
should contact the individuals directly.
