SUBJECT: TOKYO MEDIA REACTION - AFGHAN DONOR CONFERENCE

1. LEAD STORIES: Most Friday morning papers gave top
play to the Supreme Court ruling on Thursday dismissing
a suit filed by a women's rights group that had
demanded NHK and two TV production companies pay
compensation for "altering" the content of a
documentary on Japan's wartime sexual slavery.

2. "Stability a Long Way off in Afghanistan" The
liberal Asahi's report from Paris stated (6/13): "An
international conference in support of Afghanistan
started in Paris on Thursday. Afghan President Karzai,
co-chair of the conference, called on participating
nations to provide support for road construction and
agricultural development in the nation, and the
participants each made their own pledges. However, only
about 60% of past pledges have been delivered, and
public order in Afghanistan has yet to be secured. The
Karzai administration is a long way from being able to
achieve stability in the country.... The instability in
Afghanistan is shaking the Karzai administration and
causing delays in donors' payments of their pledged
funds.... Stability and public order hold the key to
effective support for Afghanistan."
