1. (SBU) PolOff delivered reftel demarche and non-paper on
July 23 to Maria Laose, Director of the Ministry of Foreign
Affairs' First United Nations Division, which handles IAEA
matters. Laose indicted that Nigeria will likely support the
IAEA-India Safeguards Agreement. She told Poloff she was
already demarched on the subject by other missions, including
the British High Commission.
