1. (SBU) PolOff conveyed reftel non-paper to MFA Arms Control
and Disarmament Department Nuclear Division Deputy Director
Sun Lei on July 17, and Econoff delivered the non-paper to
the People's Bank of China International Department's Foreign
Affairs Division Director Cao Li on July 18. MFA Deputy
Director Sun said China will "study the list carefully."
Director Cao had no initial reaction.
