1. (SBU) In a July 15 meeting with PolOff, the Chief of
Cabinet for the Ministry of Transport, Posts and
Telecommunications, Dieudonne Karasavye confirmed that
Minister Philippe Njoni will head the Burundian delegation to
to the Universal Postal Union (UPU) in Geneva and stated that
he would discuss supporting the U.S. candidates, maintaining
zero nominal growth in the budget and defeating measures to
expand the scope of the UPU with Njoni. Karasavye and the
acting Director of International Organizations for the
Ministry of External Relations Philbert Murekambanze
expressed appreciation for the cordial and cooperative
relationship between the U.S. and Burundi and said that,
without reviewing the major points with their respective
ministers, they could not confirm the delegation's intent to
support U.S. positions at the conference. The acting Chief
of Cabinet for the Ministry of Commerce Amatus Burigusa
offered no substantive comment.
