(SBU) On July 29, Poloff met To Anh Tuan and Ngo Thi Xuan Ha of the
Vietnamese Ministry of Foreign Affairs' Department of International
Organizations to deliver Reftel points on a way forward on the UN
Mission in Ethiopia and Eritrea (UNMEE). Toan said Hanoi's
consistent position on UN peacekeeping missions has been that they
must have the consent of all parties (including the countries
carrying out the peacekeeping) involved. As current UNSC President,
Hanoi asked UN Secretary General Ban Ki-Moon to work with the
Eritrean and Ethiopian sides to "find an acceptable solution," Toan
stated. Vietnam never supports solutions that are "imposed on
countries," he added.
