1. (SBU) Econoff delivered reftel demarche to the Ministry
of Foreign Affairs' Laura Martinez from the Directorate of
Counter-Terrorism on July 28. Econoff explained that
following the UNSC 1267 designation of 4 leaders of AQIM, the
U.S. domestically designated these individuals under E.O.
13224 on July 17. Martinez noted that all UN designations
are immediately implemented in Spain, but appreciated the
additional background provided in reftel on these
individuals. She will pass them on to law enforcement and
financial authorities in Spain.
