(UNIO) Director for Political, Legal, and Security Matters
Leah Ruiz on July 14 welcomed our thoughts (per reftel) on
the India-IAEA Safeguards Agreement. We explained why we
consider this to be a credible safeguards agreement that
deserves broad support, and that will bring India closer to
the nonproliferation mainstream. Ruiz agreed that these were
important goals and that the U.S. and India are both
important Philippine partners. While she had not yet
reviewed the agreement or consulted with her superiors or the
Philippine delegation in Vienna, Ruiz said that she would
give the matter her immediate attention, and she promised to
bear our views in mind.
