1. (SBU) PolOff delivered reftel demarche on July 21 to
Ministry of External Affairs (MEA) directors for Disarmament
and International Security Affairs (DISA) Gaddam Dharmendra
and Amandeep Singh Gill. Dharmendra and Singh Gill expressed
interest in knowing why the U.S. was raising this issue at
this particular moment. They confirmed their familiarity
with India's international obligations as outlined reftel,
but offered no further substantive response.
