REF: 2006 BLUE LANTERN GUIDEBOOK

1. This is an Action Request. See paragraphs 2-4.

2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's
assistance in conducting a pre-license check on application
05-050110612 for the export of
defense hardware to the United Kingdom. It is requested that
you complete this Blue Lantern
inquiry within 30 days. Lack of response to a Blue Lantern
inquiry will affect pending and
future licenses involving parties to this license.

3. Reason for request: Foreign Intermediate Consignee, Link
Microtek Limited, has never been the
subject of a Blue Lantern inquiry.

4. Action London: Department requests that Post establish
the bona fides of Link Microtek Limited as
a responsible recipient of United States Munitions List
(USML) items. Conduct a site visit to
assess the company's reliability as a recipient of USML
articles, and assess its operations
and on-site security. Emphasize that the unauthorized
re-export or retransfer of USML items
is strictly prohibited.

Make inquiries within the Ministry of Defence to confirm that
it ordered the USML items listed on
license application 05-050110612 for the stated end-use.
