2. "Arrest of Karadzic Should Help Stabilize Balkans"
The liberal Tokyo Shimbun editorialized (7/23): "Former
Bosnian Serb leader Karadzic, who was indicted by the
International Criminal Tribunal for his involvement in
genocide and war crimes in the former Yugoslavia, has
been arrested. We hope the arrest will help reveal the
reality of the dreadful ethnic cleansing in the former
Yugoslavia and bring about stability in the Balkans....
Although the arrest, which came more than 10 years
after indictment, seems too late, the EU has changed
during that period.... The Lisbon Treaty, which will be
the basis for EU expansion, has stalled due to
Ireland's refusal to ratify it. We hope the arrest of
Karadzic will help restart EU expansion."
