1. (SBU) Ref A requested post demarche the Polish government
seeking support for U.S. candidates at the upcoming Congress
of the Universal Postal Union. When the demarche was
delivered, Poland had no candidates of its own (see ref B).
However, on July 18 post received a diplomatic note stating
the Polish government will support the U.S. candidates, and
also stating that Poland "believes" the United States will
vote for a Polish candidate to the Postal Operations Council.
The text of the diplomatic note appears in paragraph 2.

2. (SBU) Begin text of Polish diplomatic note:

DSNZ-449/CEDAW/08

The Ministry of Foreign Affairs of the Republic of Poland
presents its compliments to the Embassy of the United States
of America and with reference to its note no. 09/08 dated 24
June 2008 has the honour to inform that Poland will support
the candidature of United States to the Postal Operations
Council of the Universal Postal Union (UPU) and to the
Council of Administration at the elections to be held at the
24th Congress of UPU in July-August 2008 in Geneva. At the
same time the Government of Poland believes that United
States will support the candidature of Poland to the Postal
Operations Council of the Universal Postal Union (UPU) at the
same elections.
