IN AFRICAN CENTER FOR STRATEGIC STUDIES SMALL ARMS AND
LIGHT WEAPONS WORKSHOP, 17-22 AUGUST, 2008

1. (SBU) Post requests the Department's assistance in
screening the following Ethiopian citizen
who has been nominated for USG-sponsored training, pursuant
to the Leahy Act and Foreign Assistance
Act. Post has no derogatory information on this
individual.

2. (SBU) This seminar is a regional follow on to the 2004
All-Africa Seminar on Small Arms and Light Weapons held in
Uganda. The regional seminar will promote a better
understanding of the threats that small arms and light
weapons pose to broader issues of human security and
development. Examine the factors that lead to the spread of
small arms and light weapons. Design strategies and tools
to curb the supply and demand of these weapons. Develop
East African and Great Lake regional strategies for
combating their proliferation and identify and share best
practices.

3. (SBU) The name, occupation, date of birth, and place of
birth of the proposed candidate is as follows:
