1. (SBU) Econoff delivered reftel demarche and non-paper on
August 23 to Mohammed al-Humaimidi, MFA's Deputy Director
for International Organization Affairs and primary POC for
threat finance coordination. Treasury Attache and POLMIL
are also in possession of talking points to be distributed
to their respective contacts.

2. (SBU) Al-Humaimidi said he would provide FM Zebari, the
Ministry of Finance, and the Central Bank of Iraq with
copies of the non-paper and review with each Iraq's
responsibilities under UNSCRs 1747 and 1803.
