1. In response to reftel Econoff initiated efforts with
MilGroup Army Officer to confirm the purchase by the
Colombian Army (COLAR) of 574 AN/PVS-14 Night Vision Devices
("NVDs") from U.S. vendor Nightline, Inc. of Miami Florida
exported under license No. 050032015.

2. On August 22, Econoff and MilGroup Army Officer met with
COLAR Major Edgar Omar Rojas of the COLAR's Office of Small
Arms Procurement and reviewed documents confirming the
receipt by the COLAR of the 574 NVDs referred to in ref A as
follows: 383 received on September 17, 2007 with serial
numbers 30350-30500, 70650-70850, 71150-71228 (minus 71168),
70772A, 70777A, 71173A, 30354, 30360, 30364, 30374, 30393,
70851-70853, 71174, 71181, and 71185; 50 received on October
19, 2007 with serial numbers 70926, 70930-70933, 70935-70942,
74150-74186, and; 141 received on November 27, 2007 with
serial numbers 74187, 74287-74426. Rojas confirmed that the
NVDs mentioned in reftel are secure and being used for the
purpose stated on the license.
