2. In order to comply with Leahy vetting requirements, this cable
forwards the names and biodata of thirty-three (33) Afghan nationals
selected to be students in FDD-Law Cycle 4. When there are
individuals with one name, Post has made a good faith effort to
ensure that these individuals actually only have one name.

3. Post requests Department's review of these candidates and
response by August 20, 2008.
