GENERAL ASSEMBLY

1. (SBU) Poloff submitted reftel request to Spain's UN
Subdirector General Juan Manuel Gonzalez de Linares on July
7. As of July 31, the Ministry of Foreign Affairs does not
yet have definite plans or itineraries for UNGA participants.
The following information, however, has been confirmed.

A. Attendance of Head of Government

-- Jose Luis Rodriguez Zapatero, President, will attend the
High Level meeting on Millennium Development Goals on
September 25 and will address the General Assembly during the
general debate, sometime between September 23 and 26.

-- Interpretation from English to Spanish will be required.

B. Attendance of the Foreign Minister

-- Miguel Angel Moratinos, Minister of Foreign Affairs and
Cooperation, will also attend the general debate.

-- No interpretation is needed for FM Moratinos.

C. Other VIP's

-- Trinidad Jimenez, Secretary of State for IberoAmerican
Affairs, will attend the General Assembly, as well as the
Latin American Working Group meeting.

2. (SBU) Post will continue to update with specific
itineraries and participants as plans develop. Based upon
last year's list of attendees, post anticipates the
attendance of approximately 5 others, which may include the
Secretary of State for Foreign Affairs, Secretary of State
for International Cooperation, and Chief of Staff personnel.
