SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: USMLGP, HELICOPTER MAINTENANCE

1. We request the Department's assistance in screening the
following individual, who has been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individual will attend the Helicopter
Maintenance Course in Lackland AFB, Texas from August 18 to
November 7, 2008. The name is listed with the surname first:
