1. Per reftel, post contacted the Defense Acquisition
Program Administration (DAPA) and the Agency for Defense
Development (DDA) by phone.

2. Major KWON Yong-ho in DAPA's Offset Trade Team
confirmed to post that the order in question is a
supplementary shipment executed by Boeing under offset
transactions in conjunction with Boeing's on-going sale
of early warning military aircraft (EX) to DAPA for use
by the ROKAF. DAPA told post that under the offset trade
arrangement, DAPA could receive the relevant components
from the seller without making an additional payment for
such supplementary items. The items in questions are
only a partial shipment of the offset transaction;
additional Boeing shipments will be sent to DAPA at a
future date.

3. Colonel LEE Jong-hee at DDA also confirmed to post
these items will be used for aircraft tests by DDA, as
stated in the license application.
