REF: 2006 BLUE LANTERN GUIDEBOOK

1. This is an Action Request. See paragraphs 2-4.

2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post's assistance in conducting
a pre-license check on application 050113111 for the export
of a pressure switch for the P-X patrol aircraft to Japan.
Post is requested to complete this Blue Lantern check within
30 days. Lack of response to a Blue Lantern check will
affect pending and future licenses involving parties to this
license.

3. Reason for request: Questions about whether platform in
question, P-X patrol aircraft, is presently active in the
inventory of the Japanese Ministry of Defense (JMOD). Also,
unfamiliar foreign consignee, Global Gate, Inc.

4. ACTION: Embassy is requested to make appropriate inquiries
to confirm that the JMOD ordered the pressure switch listed
below and to determine whether the P-X patrol aircraft is now
in active service and beyond the development stage.
Moreover, open sources indicate that Kawasaki is the
developer of the P-X aircraft. Will Kawasaki play any role
in this proposed transaction? Department also requests that

Embassy contact Global Gate in order to provide assessment of
its business operations, on-site security, and general
reliability as a recipient of United States Munitions List
(USML) items. Can Global Gate provide documentation
establishing the JMOD as the end user of the defense articles
