(SBU) On September 22, Embassy delivered reftel points to the MFA's
Acting Director General for International Organizations Thi Kim Anh.
(Note: FM Khiem has already decamped for UNGA, along with IO DG Le
Hoai Trung and most of his senior staff. End note.) The MFA did
not have an immediate response to our demarche, but promised to
relay the information to its delegation in New York.
