1. (SBU) Econcouns delivered reftel demarche to Minister of Foreign
Affairs Director of International Organizations Alice Kintembe on
September 15, highlighting Michel Sidibe's qualifications and
encouraging GDRC support for his candidacy for UNAIDS Executive
Director. Kintembe noted the UN's strong support for the DRC and
the importance of combating HIV/AIDS. She stated that, in
principal, she did not see any problem for GDRC support of Sidibe's
candidacy, but was unfamiliar with the selection process for UNAIDS
Executive Director and was unaware of other candidates. She was
non-committal on any actions the GRDC may be willing to undertake on
behalf of his candidacy.
