SUBJECT: Text of September 21 CNDP statement on the
military situation as of September 21

1. The National Congress for the Defense of the People (CNDP), the
insurgent group in North Kivu led by Tutsi General Laurent Kabila,
issued the a statement September 18. An unofficial English
translation of the statement is at para. 2. The original text in
French is at para. 3.

2. Begin unofficial English translation of September 21 CNDP
statement:

Military situation as of 21 September 2008 in North Kivu

The FARDC continues its adventurous offensive in North Kivu

(1) Early this morning at 5:00 am local time, in the localities of
RUGARAMA KITAGOMA and NYARUKWANGARA in the district of BUSANZA in
the territory of Rutshuru, located some 75 kms north of Goma, the
FARDC's 6th Brigade used heavy artillery to shell the positions
CNDP. At these lines are being written, the shelling continues,
ground troops are advancing, and undoubtedly with the next few hours
they will be in contact with the CNDP troops. The CNDP troops
expect to have a green light from their hierarchy to respond.

(2) In Masisi territory, the locality of Mushaki still underwent
early this morning firing with heavy weapons from FARDC and FDLR
allies around MUGUNGA, specifically KASENGESHI, where they had been
pushed back yesterday at after the fighting at SAKE. It is clear
that if these shots that terrify and kill the population in the
targeted hills does not stop, as is expected, the CNDP will be
obliged to bring this to an end by any possible means.

(3) The CNDP would like to see the duplicity of the Government,
which claims to have given its consent to the disengagement plan
prepared by MONUC, which has been communicated to CNDP for its
acceptance. But, other than the fact that the CNDP has not yet
acted because of incessant FARDC offensives, such a plan requires a
cease-fire as a precondition. As long as the government offensives
continue, one should not believe that the CNDP will stand idly by.
And the threats that are heard here or there will not change
anything.

3. Following is the original text in French of the CNDP statement
of September 21:

SITUATION MILITAIRE DU 21 SEPTEMBRE 2008 AU NORD-KIVU
L'ARMEE GOUVERNEMENTALE CONTINUE SES OFFENSIVES AVENTUREUSES AU
NORD-KIVU.

(1) TOT CE MATIN A 5HEURES, HEURE LOCALE, LES LOCALITES DE
RUGARAMA, DE KITAGOMA ET DE NYARUKWANGARA, DANS LE GROUPEMENT
BUSANZA, EN TERRITOIRE DE RUTSHURU, A ENVIRON 75 KMS AU NORD DE LA
VILLE DE GOMA, LA 6EME BRIGADE FARDC A PILONNE A L'ARME LOURDE LES
POSITIONS DU CNDP. AU MOMENT OU CES LIGNES SORTENT, LE PILONNAGE
CONTINUE, LES TROUPES AU SOL PROGRESSENT ET SANS AUCUN DOUTE DANS
LES TOUTES PROCHAINES HEURES, ELLES SERONT AU CONTACT DES TROUPES DU
CNDP. CELLES-CI ATTENDENT D'AVOIR LE FEU VERT DE LA HIERARCHIE POUR
RIPOSTER.

(2) EN TERRITOIRE DE MASISI, LA LOCALITE DE MUSHAKI A ENCORE ESSUYE
TOT CE MATIN DES TIRS A L'ARME LOURDE DES FARDC ET ALLIEES FDLR A
PARTIR DES ENVIRONS DE MUGUNGA, PLUS PRECISEMENT DE KASENGESHI OU
ELLES AVAIENT ETE REPOUSSEES HIER DANS LA JOURNEE A L'ISSUE DES
COMBATS DE SAKE. IL EST EVIDENT QUE SI CES TIRS QUI METTENT EN EMOI
ET TUENT LA POPULATION DES COLLINES VISEES NE CESSENT PAS, COMME
C'ESTQREVISIBLE, LE CNDP SE TROUVERA DANS L'OBLIGATION D'Y METTRE
FIN PAR TOUS LES MOYENS.

(3) LE CNDP VOUDRAIT FAIRE CONSTATER LA DUPLICITE DU GOUVERNEMENT
QUI PRETEND AVOIR DONNE SON ACCORD AU PLAN DE DESENGAGEMENT PREPARE
PAR LA MONUC ET QUI A ETE COMMUNIQUE AU CNDP POUR ADHESION. MAIS,
OUTRE QUE LE CNDP N'Y A PAS ENCORE DONNE SUITE A CAUSE DES
INCESSANTES OFFENSIVES DES FARDC, UN TEL PLAN SUPPOSE UN
CESSEZ-LE-FEU PREALABLE. TANT QUE LES OFFENSIVES GOUVERNEMENTALES
PERSISTERONT, QU'ON NE COMPTE PAS SUR LE CNDP POUR RESTER LES BRAS
CROISES. ET LES MENACES QUE L'ON ENTEND ICI OU LA N'Y CHANGERONT
RIEN.
