SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: USMLGP, AIRCRAFT MAINTENANCE COURSE IN TEXAS

1. We request the Department's assistance in screening the
following individuals, who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individuals will attend the Aircraft
Maintenance Course at Lackland AFB, Texas from September 23
to December 8, 2008. The names are listed with the surname
first:
