SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: USMLGP, AIRCRAFT MAINTENANCE COURSE SEPT 24 THROUGH DEC 08, 2008

1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individuals will attend the Aircraft
Maintenance Course in Texas from September 24 to December 8,
2008. The names are listed with the surname first:
