SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: INL, ILEA CULTURE OF LAWFULNESS COURSE IN EL SALVADOR

1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.

2. The following individuals will attend the ILEA Culture of
Lawfulness Course in San Salvador, El Salvador from November
3 to 14, 2008. The names are listed with the surname first:
