1. Post's Emergency Action Committee(EAC) convened October 27, 2008,
to discuss security preparations for the USINT Havana Marine Ball on
November 22, 2008.

2. Based on current threat information, host country vigilance, and
the utilization of local guard force assets, USINT Havana EAC is
confident that security planning for the Ball meets Post's needs.
