1. (U) EconCouns and EconOff delivered reftel points on
September 24 to Javier Paulinich, the Peruvian MFA's Director
General for WTO Issues and International Economic
Negotiations.

2. (SBU) Paulinich said Peru was analyzing whether it made
sense to seek to join the Trans-Pacific Partnership (TPP).
It "would help tip the balance" toward seeking accession if
Japan, Australia and Vietnam also joined. Peru is seeking
free trade agreements with those countries, he noted. That
said, he agreed that the TPP was valuable as a high-standard
agreement. He also agreed that the TPP could help in the
Doha Round, although he noted that India was the problem.

3. (SBU) Paulinich said it would be helpful to receive more
information regarding the Financial Services and Investment
discussions in which the U.S. has engaged with the TPP
countries.
