7. The Ministry of Planning and Development (MPD) on
behalf of Government of Mozambique and The Millennium
Challenge Corporation (MCC), on behalf of the United
States Government, has entered into Compact to be
implemented during 5 years. The objective of the
proposed program is to reduce poverty through economic
growth in four provinces of Mozambique (Niassa, Cabo
Delgado, Nampula and Zambezia) by focusing on certain
investments in physical assets, policy reform, capacity
building and institutional strengthening.

The program contains four projects: (i) the Water Supply
and Sanitation Project (WSSP), (ii) the Roads Project,
(iii) the Land Tenure Services Project, and (iv)the
Farmer Income Support Project. Implementing entities
for the various projects will include government
ministries and agencies, NGOQs, private companies, or
other entities.

8. This Invitation for Proposals follows the General
Procurement Notice that appeared in dgMarket on July 29,
2008: UNDB Online on August 5, 2008 and Jornal Noticias
on August 1, 2008. The MCA-Mocambique now invites
proposals to provide the consultant services referenced
above (QProposalsQ) for General Technical Assistance
Service Provider- Land Component, providing long and
short term consultancy to several public institutions
working closely with the Land National Administration.
The general Technical Assistance objectives are among
others: (i) support for an improved policy environment,
including addressing implementation problems for the
existing land law and engaging in regulatory review to
improve upon it; (ii) buinding the institutional
capacity to implement policies and provide quality
public land related services; (iii) facilitating access
to land use by helping people and businesses with (a)
clear information on land rights and access; (b)
resolution of conflict with more predictable and speedy
resolution of land and commercial disputes Q which in
turn creates better conditions for investment and
business development; and (c) registering their grants
of land use (land titles to long term use rights). More
details are specified in the RFP.

A consultant will be selected under the QQCBSQ method,
the evaluation procedure for which is described in
sections of the RFP in accordance with QMCC Program
Procurement GuidelinesQ which are provided on the MCC
website www.mcc.gov. The SPN and complete RFP will be
placed on http://mcc.dgmarket.com;

9. Consultant submissions shall make reference to REF.
QCBS-MCA-MOZ-LTS-02-08-35: General Technical Assistance
Service Provider Q Land Component which must be
submitted no later than 10:00 am (local time) on
December 4, 2008 at the above mentioned address.
