7. The Millennium Challenge Corporation, on behalf of
the United States Government, The Ministry of Planning
and Development (MPD) on behalf of Government of
Mozambique have entered into Millennium Challenge
Compact for Millennium Challenge Account assistance to
help facilitate poverty reduction through economic
growth in Mozambique (the QCompactQ) in the amount of
approximately of USD 507 million (MCC funding. The
Government, acting through Millennium Challenge Account
Mocambique (QMCA MocambiqueQ), intends to apply a
portion of the MCC funding to eligible payments under a
contract for which this Invitation for Bids (IFB) is
issued. Any payments made under the proposed contract
will be subject, in all respects, to the terms and
conditions of the Compact and related documents,
including restrictions on the use of MCC funding and
conditions to the disbursements of MCC funding. No
party other than the Government and the MCA-Mocambique
shall derive any rights from the Compact or have any
claim to the proceeds of MCC Funding.
8. The objective of the proposed program is to reduce
poverty through economic growth in four provinces of
Mozambique (Niassa, Cabo Delgado, Nampula and Zambezia)
by focusing on certain investments in physical assets,
policy reform, capacity building and institutional
strengthening. The program contains four projects
including the Water Supply and Sanitation Project
(WSSP), the Roads Project, the Land Tenure Services
Project, and the Farmer Income Support Project. The IFB
follows the General Procurement Notice that appeared in
dgMarket on July 29, 2008; and Jornal Noticias on August
1, 2008 and UNDB Online on August 5, 2008.
9. The MCA-Mocambique now invites sealed bids to
provide the goods and related services referenced above
(QBidsQ). More details on the goods and related
services are provided in the Schedule of Requirements.
This IFB is open to all eligible entities and persons
(QBiddersQ) who wish to respond. The goods and related
services, and the contract (s) is/are expected to be
awarded by Lot. A Supplier will be selected under the
Competitive Bidding Method, the evaluation procedure for
which is described in sections of the bidding document
associated with this IFB in accordance with the QMCC
Program Procurement GuidelinesQ which are provided on
the MCC website: www.mcc.gov. The bidding documents
associated with this IFB will be placed on
http://mcc.dgmarket.com; http://devbusiness.com and the
MCA-Mocambique website at http://www.mpd.gov.mz.

10. The closing time for receipt of Bids is November 6,
2008 at 10:00 (local time). Bids received after this
time and date shall not be considered and will be
returned unopened. Bidders should be aware that
distance and customs formalities may require longer than
expected delivery time. Bids will be opened in the
presence of Bidders and/or their representatives who
choose to attend on November 6, 2008 at 10:15 am (local
time) in Maputo-Mozambique.
