SUBJECT: JAPANESE RESPONSE REGARDING UPCOMING GI EXERCISE
PLANNING MEETING

REF: A. STATE 101862
B. STATE 008763
C. STATE 169548

1. (U) This is an action request (see para 4).

2. (SBU) Econ officer met October 9 with Ministry of Foreign
Affairs (MOFA) International Nuclear Energy Cooperation
Division official Yukari Aosa regarding the US invitation to
attend the second Global Initiative Exercise Planning Group
meeting in November (reftel). Aosa said other Japanese
ministries are "not so enthusiastic" about the GI, and so she
is unsure about what level of participation MOFA will be able
to arrange. She agreed to work to secure other ministries'
cooperation, but requested a deadline for a response that she
could provide to her counterparts.

3. (SBU) Aosa had no feedback on the proposed topics, but
noted that could change as other ministries weighed in. Post
will follow up with MOFA to further encourage participation
in the Planning Group meeting.

4. (U) Action Request: Please advise regarding any
deadlines for enrollment for the meeting, or for finalizing
the program, that can be shared with MOFA.
