SUBJECT: ROUTINE AMERICAN CITIZEN SERVICES SUSPENDED

1. Asmara's consular section suspended providing routine American
citizen services on November 17 due to the Eritrean government's
detention of 26 of the Embassy's diplomatic pouches since September
13. Until the pouches are released, the consular section will not
provide passport, CRBA, notary, or other routine services. Post
will inform addressees septel when the consular section reopens for
routine ACS services.
