1. On November 12, EconOff transmitted reftel talking points to
Ministry of Foreign Affairs (MFA) Deputy Director for UN and
Specialized Institutions Gabriela Tanjala and to the Ministry of
Environment and Sustainable Development's (MESD) Chief of Department
in the Climate Change Directorate, Vlad Trusca.

2. Mr. Trusca stated that Romania will follow the EU's lead on the
climate change package at Poznan and is not crafting a separate
position. Additionally, he expressed frustration at the slow pace
of negotiations, but was optimistic about working with the incoming
U.S. administration on climate change and anticipated opportunities
to advance the process in the near future. Ms. Tanjala expressed
similar sentiments, but deferred on the substance to MESD as
Romania's lead agency on climate change.

3. The Romanian delegation to Poznan will be led by Minister of
Environment and Sustainable Development Attila Korodi. Other
members of the delegation will include Teodora Belciu, Personal
Counselor to the Minister; Oana Sbiera, Miriana Roman and Sergiu
Deaconu, Counselors from the Climate Change Directorate; Sorin
Deaconu, Counselor for the National Environmental Protection Agency;
and Mr. Trusca.
