1. Embassy Bujumbura received a congratulatory letter for
President-Elect Barak Obama dated November 6, 2008, from the
Honorable Lonce Ngendakumana, President of the Sahwnaya FRODEBU
Party (Front for Democracy in Burundi). The original letter is
being forwarded to the Department for transmission to the
President-elect's transition team. The text follows below.

Your Excellency,


The political party FRONT FOR DEMOCRACY IN BURUNDI (FRODEBU) is
overjoyed by the victory of the Democratic Party in the United
States of America, by which the American People raised Your
Excellency to the Presidency of the United States of America.

I take this opportunity to address the congratulations of the
FRODEBU political party to Your Excellency.

This is a victory of democracy, and not only for the American
People, but also for all the people who are fighting for the
democratic ideal throughout the world. I believe this will
strengthen the democratic values particularly in Africa, where
democracy is still endangered by exclusion and intolerance,
therefore jeopardizing the sustainable peace and development the
people need.

The FRODEBU political Party also sends its deepest sympathies on
Your sad loss. Your Grandmother will be greatly missed. We pray
for her to rest in peace.

The FRODEBU party assures Your Excellency always to support and act
for the victory of democracy in Burundi and in the world.
