INTERAGENCY COORDINATION LESSONS LEARNED THROUGH PEPFAR

(U) The PEPFAR team appreciates the opportunity to provide candid
feedback on what makes the interagency process work in Mission
Vietnam (reftel). While coordinating the efforts of various
entities has proven difficult, we have made strong progress since
2005. We recognize the substantial benefits to our team and to the
PEPFAR program generally from participating in a review of best
practices and agency core strengths, particularly given the upcoming
political transition and PEPFAR reauthorization, which includes two
priorities for Vietnam: tuberculosis and malaria. However, as we
push to complete our COP submission, we do not have sufficient time
to properly conduct the requested analysis. Further, adequate
treatment of this subject requires gathering input from external
partners. We will respond, via SBU cable to allow sufficient
candor, before December 15.
